The add locations function acts like it will let you add a location anywhere in the site. In reality, it will only publish a location in a section that you have edit/create control over.
For instance, if you can only edit section 1, you cannot add a location in section 2. The interface will let you check the box, but it will not publish the location. If you select an additional location in section 1, it should publish.
This prevents users from messing with sections that they do not have control over. I would recommend telling users that they need to ask an admin or webmaster to make this kind of change for them, or allow the users more control over the other sections.
What you were telling are right. But, I have given permissions to the user for both these sections. My situation is like this. We have all articles put up inside a folder. Each user maintains a section. The user can copy any articles which he wants from the article folder to his own section folder. I have given edit/create rights for the user for both these sections. However the articles do not get published in the other section. I have set the user as approver for section 1 which is his own section, and given edit/create rights for section 2, which is the articles folder.
