Hello Shan,
Your setting looks good. Main switch for cache block is ok: [TemplateSettings]TemplateCache=enabled
Is this settings in right steaccess?Did you clear ini cache?
Btw if you publish something in the tree your cache-block will expiry, could be confusing.

I have found the error:I have defined "TemplateCache=true" in Override Settings.
