I believe that you are looking for pagelayout.tpl. It's usually located here: design/<your_design>/templates/pagelayout.tpl If it doesn't exist, then you should find the pagelayout.tpl your site is using, copy the HTML from it and paste it into this file mentioned here. The location of the pagelayout.tpl your site is currently using depends on how you've set up your eZP installation. If it's not in your design, then should be in some other design folder, probably some of:
- design/base/templates
- design/standard/templates
but could also be in the folder of en extension. And clear the cache after modifying pagelayout.tpl. Also, take a look at this tutorial:

Note for eZ team: a tutorial like this "Building an eZ publish site" should be published in the new documentation to help up the newcommers. Or maybe publish it as a tutorial on share.ez.no.
