Answered My Own Question?
I think I had a priority issue going on. As soon as I moved these to entries to the top of the override.ini.append file all worked.
[pagelayout_section_4] Source=pagelayout.tpl MatchFile=pagelayout_section_4.tpl Subdir=templates Match[class]=1Match[section]=4
[pagelayout_articles_section_4] Source=pagelayout.tpl MatchFile=pagelayout_articles_section_4.tpl Subdir=templates Match[class]=18Match[section]=4
