Are you running cronjobs.php? It is the mechanism whereby approved articles are published. You can run it via cron in a n*x environment, or you can use trickery as detailed on http://www.ez.no/ez_publish/documentation/configuration/configuration/cron_jobs.
I've been having different problems with workflows and I've found the response to my query in one of the fora here to be a bit, eh, *underwhelming*. I hope my answer is of some assistance to you!
