Insufficient directory permissions - Windows Server not supported?

I am running a site on a windows server. The only problem I have is with cronjobs. I can't run the scripts because of a php problem.

Do you have admin/remote access to the box? You might be able to use an FTP program to change the permission, but it is important that it be done to all the subfolders. Check one of the subfolders to see if it picked up the permissions that you set on the parent folder. Sometimes that does not work right...

The administrator already set the full permission for everyone:

"Do you know if there's any other setting needs to be done first before the installation? Cause we even try to give everyone rwx permission, but the installtion still not working."
