I guess you have selected menu layout in admin interface under look and feel or something.
ezwebin does not support different menu layouts currently but will in the future.

If it's going to be included in ezwebin some time? yes, but I don't know when.
But maybe in august, if I/ls get the time ;)

If you really want it, you can look in the base design included in eZ Publish.
Search for TopMenu and LeftMenu in templates/pagelayout.tpl to know how the code looks like.

The next thing you need to do is port the missing templates/menu* templates to ezwebin, this will be fairly easy.

Then you'll need to update the css to support the new menu styles, and you're done :)
