It is a array of limited role assignments, to have a uniq hash of user rights you need this as well as the role list.

limited_assignment_value_list is specific for a current user and role_list are all role inside the system?

no, role_list is list of roles the user has.limited_assignment_value_list is a list of roles the user has that are limited in some sort of way.
When you assign a role to a user or user group, you can either assign it with no limitations or with subtree or section limitation.
