to specify the default size, don't specify anything
if you do specify something, stick to the official CSS specifications:
http://www.w3schools.com/css/css_font.asp even if "smallest" works in explorer, it's wrong.
if you want to reuse pretty standards, try the Google Blueprint CSS http://code.google.com/p/blueprintcss/
and finally, to build your site, don't use explorer :-)
