Sorry. I wanted to write "extensions" instead of "metadata" (which are managed by another template).
It seems that activated extensions have to be placed in override/site.ini.append.php to be really active. We can't only create a [ExtensionSettings] section in <siteaccess>/site.ini.append.php This section will be read by the system and the values of ActiveExtensions[] displayed in the admin interface. But the extensions won't be active.
I'm looking for a solution to set extensions by siteaccess.

Ok, in fact it is possible to active extensions for some siteaccess.
