You can do this and much more using Eve Community Platform at http://infopop.com, using the Thrive module you could assign a web directory to only be accesible by paying Premium Members, you could set different Premium Memberships with different permissions to different directories on your site and have different monthly rates and users would be able to either subscribe to one Premium Membership or all the Premium Memberships you have to offer.
