I have the same problem with eZP 4.4 and OE 5.2.0. This is kind of embarrassing when I'm trying to explain to my client how to add anchors and it doesn't work.
I've looked through the ini but can't find anything amiss.
Anyone know what the problem might be?

It seems that inserting the anchor manually (editor disabled) fails as well so it may not be an issue with the OE but rather the XML datatype?
