It can be overriden, I've done it (it is, in fact, already being overriden in the default install, you'll have to change that file). Did you clear the cache?
I have exactly the same problem, I have created the override file and I can see it in the correct directory but it doesn't work, when I modify the override the page remains the same, like if the system is not reading the override, I don't want to modify the original file so what can I do?
Update: modyfing the edit/forum_reply.tpl in design/base does nothing, while the same template in design/mysite gives me access denied (perhaps is in use?). I'm using versione 3.6.0, I don't know if it is important.
I've modified the template located in desin/base/override/templates/edit/forum_reply.tpl directly to change the design. I had to modify also the form and for this i've created a new override template for content/edit_validation.tpl
It's seems to be the good way !?!
