Hi Olivier,
the answer is yes.
If you edit the anonymous user role you can set up anything you like.
So to allow read access, add a rule say content read no restirctions.
However if you do that, then you have difficulty if you want to restrict their access to something later on. For the most part, its probably best to create new sections for parts you want to restrict, and allow anonymous users read access to the standard section only.
