Is news_admin a section that you have defined yourself?
And have you remembered to clear all cache? (In the beginning I always forgot to do that)
If this doesn't help, try to give the new user group access to everything, and then start narrowing down the access rights one by one until you are satisified, or get the error message again, then you know whitch section/module gives you the error.
