Hi, I think your description of roles is not entirely consistent: if User 2 can not access Forum 3, User 2 can not be the forum administrator of Forum 3. Anyway, you would have to create two new roles:
The first role would be something like:
1.content read No limitations
2.content create Class( Forum reply) , ParentClass( Forum topic , Forum reply )
3.content edit Owner( Self )
The second role would be:
1.content read Subtree( Forum1 ) , Class( Forum, Forum Topic, Forum reply )
2.content read Subtree( Forum2 ) , Class( Forum, Forum Topic, Forum reply )
3.content edit Owner( Self )
4.content create Subtree( Forum2 ) , Class( Forum , Forum topic , Forum reply ) , ParentClass( Forum , Forum topic , Forum reply )
You can add these policies as follows:
[new policy]->select module "content"->[grant access to one function]->select "read","edit" or "create" and select required items.
