Yes the anonymous user has access to the form section. The policies for the form section is exactly the same as the policies for the standard section for the anonymous user.
Do you get any error messages in the debug output? If it is the restrictions you should see a message about not matching policies there. To be on the safe side post all permissions for the anonymous user here anyway - maybe we will see something interesting. Apart from that - does other content disappear as well once the section is changed?
