Since you have assigned new section to IT-Portal folder you can restrict access to any user to this folder. Role policy for this is:
content:read:Section(IT-Portal)
That policy is to give read access you need to add similar policies for all functiions that users are able to execute. Read http://ez.no/manual/user/permissions for more info.
