Sounds like you are mixing the terms, the MODULE section is different from the sections you have made. This is a VERY simple AND OPEN ACCESSED example (that is ALL content under section is opened).
Create role:
Step 1: Select content, click allow limited
Step 2: Select read click allow limited Step 3: NOW select your classes and SECTIONS.
