you should try the extension which name is sqliimport by developping a import handler.

If you want to import users data into ezpublish you can create a csv file and then use a ezcsvimport script.

This extension is pretty old (see the eZ Publish compatible version). sqliimport can do the job like suggested by SEBBANE Alexandre.
