according to the corresponding template used in admin2 it is content-edit (has_access(edit) -> sorting-buttons enabled )
i think in ez 4.4+ there are 2 possible actions.
first is to edit sorting of subitems for yourself (user-preferences). second is to edit sorting in the content-tree (content-edit).
