I suggest, that you look at all packages and note, which of the features of each package you will need for your site. Then, use the one, which has all (or most) of the things, that you need. Do you need forums? Do you require a login for everyone? Do you need a lot of image stuff? Do you need guestbooks?
Note: "Template" in ezPublish-speak refers to a single web page template. What you mean, is called "package". Just to avoid misunderstandings.
