To be able to do that using the object / node model of eZ Publish, you would have to create your own poll system that stores the poll_result as children of the poll node. And then allow comments to be added beneath the poll object.
Alternatively you could implement it as a custom module + template operators with a sql table that relates to the poll result data in ez publish.
