Hi,
the notification system supports this since 3.3, at least.You can decide to send a "weekly digest", which lists all changes in one mail.

And in 3.5, you have more options:
Digests can be sent out daily, once a week and monthly :-)

There isn't, I just noticed it while testing 3.5-alpha. But I think there is a forum post on this from a few months ago (or was it the summer conference?).
