Your described method of a multisite setup is available in eZ Publish by default.

I must admit it's a while since I tried this, but the last time I ended up with the siteaccess name inserted into the urls of the default site.

There is a setting to skip siteaccess from url if it is the default one.
If this is multi site setup (not just languages), then you can use host_uri matching in 4.4 and up:https://github.com/ezsystems/ezpublish/blob/master/doc/features/4.4/host_uri_siteaccess_matching.txt
